据维权网报道，湖南邵阳异议人士彭佩玉（彭松华）因在发起反对俄罗斯侵略乌克兰的反战游行而被拘留。彭佩玉在网络发布了文章《关于发起反战游行示威的公民呼吁书》，呼吁反战人士到俄罗斯驻华大使馆门口抗议，其自己则在前往北京的途中于长沙被警方抓捕并被行政拘留，警方称可能会有其它后续处罚。
