深圳男子赵某波，因将疫情期间小区发放的“居民出入证”P图修改为“良民出入证”（图2）并发布到网上，被公安行政处罚。该图片的修改痕迹确实较明显，却也可以看作是讽刺作品。但不论其P图的目的是不是讽刺、抑或恶搞或是造谣，此行为远没达到干扰防疫措施或公共秩序的程度，因此不应构成违法或者犯罪。

几乎同一时间，视频中的社区党委发表声明，承认了视频属实，且是近日的事，但地点在吉林市而非长春市。
