Although today’s human rights activists have learned some pragmatic techniques from their decades of grassroots work, they still prefer idealistic denunciations to expedient deal-making and shy away from building possibly unruly mass movements. But as Kenneth Roth, the outgoing executive director of Human Rights Watch, acknowledged in a 2004 essay, his organization and its allies suffer from a “relative weakness at mobilizing large numbers of people at this stage of our evolution.”
