Raphael Chan: 1/7: @cnmediaproject looked at 20 online information-related patent applications made by state-owned defense conglomerate CETC. They offer a glimpse into the state’s priorities and methods in policing online activity and guiding public opinion.

There is a great deal of waste, inefficiency and even stupidity in how China conducts “external propaganda” — something probably too overlooked by scholars of “influence” (so broadly applied today). Important to highlight the ways state media are trying to get more strategic.

Re To be clear, this “stupidity” is not about minds, but about the system, which drives initiatives through a top-down process of command without real attempts and efforts to understand global audiences. Under this system, the real audience becomes the commander.

The use of “Xizang” instead of “Tibet” by the GT and MOFA is a move to shift the discussion away from a place name that has come in Western languages to symbolize China’s human rights abuses, and to have toxic associations with wrangling over sovereignty. https://chinamediaproject.org/2022/09/29/tibet-by-any-other-name/
