The last time there was a pronounced difference between the report as read by the general secretary and the full-text version of the report was at the 16th National Congress of the CCP in November 2002, 20 years ago. That was delivered by a very elderly Jiang Zemin.

Just a note here for accuracy that this is a “political report” 政治报告 (CCP) not a “work report” 工作报告 (government).

Joseph Torigian: A thread of reactions to Xi’s speech.
The work report was unambiguously about continuity. I think I’ve read almost everything he said here somewhere else. Although historic, this Congress will almost certainly not signify fundamental new policy directions.
